In response to widespread protests against governmental mismanagement and response to the epidemic, the leaders of Sierra Leone, Liberia, Guinea, and Côte d’Ivoire meet with Director-General of the World Health Organization Margaret Chan and sign a joint declaration to create cross-border isolation zones staffed by police and the military, prohibit free movement and public gatherings, and build capacity for surveillance efforts in coordination with international organizations.
