The report by the U.S. Department of Justice (DOJ) focuses specifically on policing in Baltimore and identifies that about 20% of the Baltimore Police Department’s "use of force incidents" involved people who had a mental health disability or were in crisis.

The report also exposes prisons as sites where excessive use of force and racial profiling occur.
