The rule defines which wetlands and streams are protected under the Clean Water Act. Arguments remain between the Department of Engineers, the Environmental Protection Agency, the National Mining Agency, and the Farmlands Bureau over protections for wetlands. Updates to the Clean Water Act have been made under the Obama and Trump presidencies and continue into Biden's presidency, as protestors against new mining strategies and pipelines call on the Clean Water Act.
