The ballot initiative would allow elders and people with disabilities to receive fully-funded care at home, taxing wealthy state residents to pay for the program. Family members would be eligible to receive a stipend for caring for kin, and the program would encourage care agencies to raise wages by requiring that at least 77% of funds go to compensating workers. The initiative does not pass.
