The act is the first federal drug prohibition law in the United States. It prohibits the importation and use of opium for smoking or other non-medical purposes. The first anti-opium laws are directed at Chinese-Americans. The law immediately increases the cost of opium, and pushes those addicted towards the cheaper alternatives of morphine and heroin.
