After first going through an animal testing procedure, the researchers run their second set of tests on incarcerated people at state custodial institutions, including a state correctional facility for boys, a home for epileptic people, and two institutions for people with mental health disabilities.

The primary funder of these tests is the Rockefeller Institute, with some matching funds provided by other academic institutions and the United States Bureau of Animal Industry, which is due to their interest in swine flu.
