A whistleblower complaint is filed by Rick Bright, former chief of the Biomedical Advanced Research and Development Agency in the Department of Health and Human Services, to Robert Kadlec, the Assistant Secretary of Health, for the agency's lack of health preparedness and response. The complaint states that Dr. Kadlec replied that he was not sure "that is a time sensitive urgency.”
