Abigail Echo-Hawk, the Seattle Indian Health Board's chief research officer, said she believes that the delivery of the body bags sends a message, whether intentionally or unintentionally: "there is a pressing lack of adequate resources and funding" (Ortiz, 2020), and Native American communities across the United States are not receiving the support they were promised during the pandemic.
